The research phase includes determining who the best people are among client staff members for particular responsibilities, reviewing insurance coverage, collaborating with local authorities, selecting disaster response companies and other vendors who can provide aid.

The process uses industry accepted best practices such as the APIC®, CDC, JCAHO®, Responsible Care®, AHA, and Operational Risk Management guidelines, as well as government mandates from the FAA, FAR, EPA, OSHA, TSA, and USCG to deliver cost-effective client solutions.
